Just a reminder that Local Councillors are there to help members of the public and play a valuable role in communications between villagers, local Council and other outside agencies like NHS, Police etc.. They participate in many of the decisions on the spending of the SBC's £261m revenue budget and £52m capital budget.

Part of a former grain store and slaughter house at the back is now a joiner's shop and nearby are the new premises of one of the two suppliers of agricultural requirements with premises in the village. |
New Pharmacy building in Newtown
The pharmacy has now moved around the corner to new premises in Old Station Court opposite the Co op. This is a win, win move giving more interior space, better parking for patients /delivery vehicles and closer to the Health Centre. SBC has introduced 20mph speed restrictions on Newtown village roads.

The programme in the Borders includes:

Introduction of 20mph areas in 80 Borders towns and villages.
A number of trial 40mph areas, road closures and one way systems. in specific locations

What is the Spaces for People programme?
.Funded by the Scottish Government and managed by Sustrans Scotland, Spaces for People programme aims to make it easier and safer for people to walk, cycle and wheel for every day journeys as the country moves out of lockdown.

Are the Council putting any budget into these works?
Aside from staffing resources to implement the temporary changes, there is no financial commitment from Local Council.
.
The aims of the trial are to:
Determine if a more tailored regime is required for the implementation of 20mph schemes longer term.
Reduce the risk and severity of injuries as a result of collisions between vehicles and vulnerable road users.
Encourage more active travel.
Reduce CO2 emissions.
Make the Borders a more attractive place to visit.
Alter the driver culture within the Scottish Borders to having 20mph as the default when entering built up areas.

When will the 20mph trial be introduced?
It is expected to be rolled out across the Borders from early October to December 2020. Advanced notice will be provided to communities before the new trial is introduced in their town or village.

New road access for Sewage Tanker vehicles
Scottish Water is installing a new access road from the Mart for the ever increasing size water tankers visiting the Water Treatment Plant in the Glen. This originates from requests by some Tweedside Road residents concerned about property damage and safety with tankers using the existing narrow route through the houses .
However the Sewage Tankers have badly damaged the Smiddy Brae road and road through the houses which have been patch up repeatedly for many years and village Community Council is requesting Scottish Water to resurface the old road surface when they stop using it when moving to the new route from the Mart, see photos.
The Water Treatment Plant is currently being upgraded to increase it's capacity to accommodate the SBC expansion plans for the village in the future.

Having walked and driven down road to village many times during the past 20 years when being told by SBC that repairs were to be carried out on the Sprouston burn bridge which would result in road closure for a week it raised the question where is the bridge ? The answer soon became clear when a very large crane arrive and occupied the whole of the road just past Langlands Mill and a subsequent visit down in the Glen after work had been completed showed that instead of an assumed culvert under the road a substantial stone built bridge was hidden in the under growth and not seen by most residents walking over the top.
However for interest the below photos reveal all !!

Results of Newtown Railway Return Survey
Firstly the village Community Council thanks all those who took part in the recent survey which was very well supported by over 12% of the village population and the results are shown below. Of course it is early days with the project but villagers views were needed so that your village Community Council can lobby to support their wishes since other outside agencies will also be forming their own views and lobbying for them which could be different from that of the village. eg. local landowners, developers, local businesses, Council etc
As well asking two basic questions the survey also collected comments which can be seen in the full report by using download link below.
As the project progresses more surveys will in be carried out giving you an opportunity to change your views, if you wish, as more details become available. It is understood that the next stage is for a feasibility study to be carried out to consider the ' best ' route for the railway, finances and to provide a business case to justify the expenditure.

Railway return to Newtown - Yours views requested

Following the railway coming to Tweedbank the village Community Council is being asked to get involved in various meetings/events with Hawick and Carlisle communities to get the railway extended which is also in the SBC future plans.

What is yet to be decided is whether the railway would return along the Waverley route through our village.and a feasibility study is to be carried out to determine the best route. However in the meantime other people /landowners/house developers, SBC etc.in Newtown will be forming their views for or against which may be contrary to local people's views ?

In order to guide how the Newtown village Community Council should represent your views it needs to know at this stage whether you agree or disagree, IN PRINCIPLE,.with the railway returning to the village ?

Work on Dryburgh Suspension Bridge
Bridge closes on 14th May for six weeks.
Newtown Bowling Club is now open and all are welcome to drop-in for to watch players and a chat. The club has some of the best facilities in the Borders and if you are looking for new interest come along on ' Try Bowls' day, see poster below.

Dryburgh Suspension Bridge - Good News
After requests from local community the Council will be carrying out restoration work on the bridge in the next few weeks which is desperately needed.The bridge is in frequent use by tourists, walkers, cyclists, people fishing and local people and concerns have been expressed about the safety of the walkway where many of the wooden slats are rotten. All the slats are to be replaced with new wood which will have a non slip surface which will help over come the past problems of becoming slippery during wet and frost conditions.
Date for the work start and how long will be advised when available.
The newtown community are making use of the best of the old slats to build steps on the path into the Glen between Whitelee Road and Bowden Road.

Some thing new to do for youngsters in 2018
If you are 8 years and above you could be a member of the a new youth band which will be attached of the St Boswells Band who are based in Newtown Community Wing.
You don't need to have any previous experience with playing musical instruments or reading music just a wish to give it a try. No cost is involved since a lottery grant covers purchased of musical instruments and tuition will be given free.
Also the offer is to adults as well as young people and introduction sessions are planned to take place on Monday evenings at 6pm.

Attached photo shows members of the very successful Gala junior band many who had no experience before joining. Junior and youth bands are becoming increasingly popular and last year the Borders youth band won the Scottish national championship.

New Newtown Book Launch
A great deal of research work has been carried out by John Smith in compiling an interesting second book about the history of Newtown. His previous book covered the period 1840 -1920 and the new book follows on from this covering village history up to 1960. This period could be particularly interesting because it means that some events recorded in the book could be recalled by people still living in the village.
John is a talented author who has been willing to spend much time delving into library, newspaper records etc, he lives in Ealston and taught history at Earlston High school before retiring.

A huge thank you to everyone who came on Sunday, who bought raffle tickets, who spent at any of the stalls, and who donated prizes, without you all, we wouldn't have been so successful. £832.38 took a lot of time, effort, and community spirit, and no matter what happens, events which bring the community together like this, make the village a happier place to live and grow up. Landowner agrees to reinstate gate at Dryburgh

A very big thank-you to all who signed the petition, over 100 people, and those who supported the campaign in other ways.
Discussions are now taking place with SBC Access Team to get the gate back in position so that both fisherman and walkers can enjoy using it..

The diagram shows the new holiday accommodation and farm closure increasing the road usage. With the farm converted into holiday accommodation all farm equipment i.e. tractors, spraying equipment, Combine Harvesters etc. must now use the road
,
The gate reinstatement will give back convenient access to the river bank and improve safety by reducing the need for pedestrians to use road between the Temple and Stirling Cottages.

Christmas Lights Saved
A group of energetic volunteers have stepped forward to organise the lights and the Switch-on event which is Newtown's big event of the year. This includes the children's procession, brass band, carol singing and an Arts and Craft Fare in the Community Wing, see flyer below.

The lights were put up in the village center in glorious sunshine yesterday, see photos. It was a bit cold and the work could have been done quicker with a few more bodies and ladders however a good time was had by all and the village will be brighter for it during the duller days in December.

The path width has been reduced due to the close proximity of the new buildings and the narrow path is constantly muddy and slippery to walk on due to the lack of drainage and an appropriate path surface. The hawthorn hedge has recently been cut back by the building contractor in an attempt to widen the path but the branch cuttings have been left strewn on the path in the mud aggravating the situation. The poor path condition has been present now for many, many months and is not acceptable. The village Community Council has sent a letter of complaint to SBC about the path condition and safety issues - to see correspondence down load file by clicking below icon.

Wear it Pink coming to Newtown
The event will be a "wear it pink" car meet for breast cancer organised by Mixed Motoring Enthusiasts. The meet will consist of a "beat cancer corsa" display car with collection buckets, a burger van, photographers and a display of roughly 100 modified and classic vehicle's. See below poster.
Get out to Quiz Night, exercise those little brain cells and have a bit of fun for a great cause.
Newtown Christmas Lights needs help to continue.
The Christmas lights in village center and the tree outside the Council building have been provided by a small group over the past 15 years and the lights are worth in region of £7,000. Switching on the lights and the procession lead by Father Christmas, carols and brass band has been a major village event with 200 plus people attending with their children each year. To keep it going a few more volunteers are needed to help, see poster below.

Borders Transport Study

Whilst we await the feasibility study to take place to assess railway extension route options and form a business case etc. we are being asked to take the time to participate in the Borders Transport Corridors Study. This study is primarily an information gathering exercise and the survey has been designed to capture your views on issues, challenges and opportunities on the existing transport network.
The study will assess accessibility to / from the Borders by all transport modes [e.g. road, rail, public transport, walk and cycle], with an emphasis on links to / from Edinburgh, Newcastle and Carlisle. It will focus on strategic corridors and our aim is to understand the issues and opportunities on the existing network to better plan for the future. As part of the study, we are also keen to hear your views on potential ‘high level’ options to address the issues, challenges and opportunities identified.

Dryburgh Riverside Gate Reinstatement Petition

The petition, signed by more than 100 people, has now been presented by Roger French to Local Councillor Gordon Edgar, see photo, and the Council Access Office has written to the landowner's agent with the intention of getting gate back open.
Dryburgh Bank Three Muses Temple (Bass Hill)
Following request from local people in Newtown the new owner of the Three Muses Temple, Paul Rooney, in conjunction with the Local Council and Roger French have provided some new steps to improve access to the Temple. The old steps were in a very poor state and difficult to use particularly during wet or damp weather conditions. Also the new steps will allow people with limited ability to visit the Temple.

New Street Signs for Newtown
Newtown residents have complained that many street signs were found to be either missing, lettering faded or they were badly positioned so the village community council decided to do some thing about it. The signs requiring attention were identified, consultation on the new design carried out, funds raised and new signs eventually installed. Community Council Chair Daryl du Bois commented that as well as directing people they would compliment the efforts made by the Newtown in Bloom team to improve the appearance of village and advised that the remaining old signs would be replaced with the new design as and when they needed changing in the future.

Borders Railway extension to Hawick/Carlisle
The 'Campaign for Borders Rail' have issued the below document showing a possible future rail route following the old Waverley line through Newtown which is shown as a 'Park and Ride' station. Next step is for a feasibility study to take place to assess route options and form a business case etc. etc.

Newtown gets it's first SUDS pond - What ??
.
A SUDS (sustainable drainage system) pond has appeared on the new Sergeants Park house development site and is an alternative to conventional piped means of managing surface water from the house roofs, drives, roads etc. The water drains into the pond, which will fill up during heavy rain but then leaves with a controlled and constant flow into the existing main drainage system until the pond is left empty. .

When finished the pond lining shown in the photo will be covered over with soil and planted with grass seed which will be seen most of the time apart from after heavy rain conditions when the pond will fill up.before slowly draining out in a controlled way.
.
It is sincerely hoped that the pond will prevent the past serious flooding of football pitch, car park and Bowling Club in the future
.
Lastly, a second drainage system is being installed to direct the surface water from the field above the site into the existing culvert drain running under football pitch into the Sprouston burn.

Bowling Club event
The Bowling Club is having a Scots night on the 4th of March at the bowling club house.Tickets are available from behind the bar at the bowling club and the best night would be a Friday night to collect.

The club opens for this year in April with great bowling facilities and all welcome to come along and give it a try

The Rally will start and finish in Jedburgh and there will be a central Service Base at Newtown in the Auction Mart and at the adjacent Scottish Borders Council HQ car park. It is hoped that the Christmas lights in the village centre have been appreciated and that you might be interested in a few facts about the lights which are as follows :-

1/ Most of the lights have been provided by a sub-group of the village Community Council.
2/ The lights have been displayed in village centre for 15 years non stop.
3/ Christmas tree and other tree light outside SBC HQ and also provide by village volunteers..
3/ An estimate of total cost/replacement value of the lighting is in the region of £8,000.
4/ Some 700 colured bulbs are displayed costing around £3 each.
5/ Electricity is kindly supplied free from the various properties from their13 amp wall sockets.
6/ Some £2,500 was raised from collection boxes, grants etc.recently to convert bulbs to LED
7/ Original bulbs were 15 watts each the LED bulbs are 0.8 watts, less electricity and better for environment.
8/ Funds/grants are needed to replace much of the old lighing equipment.

All this has been achieved by a small group of 3 to 4 villagers who organise the lights and where possible rally more ad hoc volunteers to install/take down the lights. However there is a real problem if lights are to continue in future since several of the core volunteers are a bit matured i.e, well over 70 years old who frankly shouldn't be going up ladders !! So there is strong possibilty that lights will go out next year unless a few younger people step forward to help out. Only a little of your time is wanted to work up ideas to improve the lights, raise grants and funding for replacement and new lights and organise volunteers to install lights for next Christmas.

Sergeants Park Phase 2 - Problems with Right of Way path
Following the blocked foot path being raised with SBC the path has now been reinstated by the contractor as per a 'condition' in the planning approval for the site. This is as well since construction traffic using the site entrance, going across the path, will continue for some 18 months when it is planned for the new residents to move in.
Hot off the press news
At the SBC council meeting in Newtown today, 22nd December, a decision was made for The Great Tapestry of Scotland to come to Galashiels with a vote by Councillors of 26 for and 7 against.
The Great Tapestry of Scotland is 143 metres long and has 160 panels.
It was created by more than 1,000 volunteer stitchers who spent in excess of 50,000 hours on the Tapestry. It breaks the record for the longest embroidered tapestry in the world longer than the famous Bayeaux Tapestry in Normandy.

Sergeants Park Phase 2 - Problem with Right of Way path

A planning approval condition was that the R of W path starting at the School car park should remain open during site construction work. However the path has been diverted with a very rough chipped and muddy surface with no temporary signage. The matter has been raised with the Council who have agreed to investigate..

Brass band concert - Monday 12th December
A very enjoyable evening was had by those attending the concert listening to a great performance by the band and singing carols. Thanks goes to the new bandmaster Neal Wade and the band members, who's ages ranged from 9 to a young 90 year and the Youth Group who served refreshmnents.
Don't forget there are plans to start up a junior band for beginners in the near futur with training and instruments provided giving younsters some thing extra to do. More infomation about how to join in will be provided early in 2017.

Lights Switch-0n event
The Christmas lights switch-on was a great success with some 200 plus people attending. It was preceded by a procession of children lead by Santa and a Piper starting at the Garden Centre and walking to the Christmas tree outside the Council HQ building. The lights were also switch-on around the village centre once again brightening up things for Christmas celebrations.
The St Boswells brass band played carols by the Christmas tree and Father Christmas gave sweets to the children.around the tree and afterwards people moved into the Community Wing building for refreshments and to see the Art and Craft fair.
So in summary this was the big event of the year for the village and a great time was had by all !!

Village Community Community Press Release
Last Tuesday, 22nd November, Newtown & Eildon Community Council was told that the borders college students have replaced hanging baskets in the village with winter planting. The Newtown in Bloom group recently held another successful Plant Sale and coffee morning and Daryl du Bois thanked villagers for their continued support.
Veronica Lenartowicz aided by Susan Law has applied for an £1800 grant from Youth Scotland to meet set up costs for the Dog Friendly Newtown Kids Club.
Roger French told the meeting about the Borders National Park presentation he attended in Jedburgh on 17th and encouraged village residents to go online to find out more and voice opinions about the proposed National Park.
George Luke reported that the Christmas lights have been installed and will be tested this week ahead of the Grand Switch On, Sunday 27th November starting with Santa procession leaving Garden Centre at 5.30pm. Following carols around the Christmas tree, people attending the switch on are invited to refreshments and a craft fayre in Newtown Community Wing will run from 5 – 7pm.

There is growing support for a National Park in the Scottish Borders and the initial boundary being considered would include our village. A very well attended information and discussion session was held in Jedburgh Town Hall on 17 November with approximately 150 people plus five Local Councillors in attendance.

'Visit Scotland's' analysis of tourism in 16 regions of Scotland shows that the position of Scottish Borders in the league is as follows :-

This shows that the Scottish Borders was at the bottom of the league for the Scottish Mainland with many visitors passing through the area and few stopping to enjoy the Borders region and supporting the local economy and creating jobs etc.
National Parks are very appealing to visitors.They are marked on all the maps, visitors from around the world know that the designation signifies beautiful places, great amenities, a wonderful holiday.
Other factors - Northumberland NP is immediately adjacent • Superb landscape – mountains, woodlands, farmland, rivers, designed landscapes • Natural beauty and human achievement • Impressive range of wildlife and habitats • Built heritage – Roman remains, abbeys, castles, country houses, villages, bridges • Cultural heritage – Reivers, clan history, wool trade, Scott, Ridings • Great recreation opportunities – walking, cycling, camping, canoeing, riding, wildlife watching.
It was announced at the Jedburgh gathering that a £9,000 Lottery Grant had just been approved to fund a feasibility study.

It was announced at the Jedburgh gathering that a £9,000 Lottery Grant had just been approved to fund a feasibility study.

Dog Friendly Newtown - November Update
The DFN presentation to the Keep Scotland Beautiful, It's Your Neighbourhood Seminar at the end of October went well, with interest shown from all over Scotland, from Argyll to Fife, Inverness to Dumfries. With over 100 people there we made lots of great contacts and got loads of inspiration.
DFN Juniors grant application to Youth Scotland is now in, so we are crossing our fingers and should know by the end of the year whether we have been successful. Meanwhile we are developing our programme with the young people and planning to launch at the beginning of March 2017.
Our Facebook page has been very quiet of late so we are delighted that Jenny has volunteered to run it for us. Jenny also cleans up poo on her runs around the village, using a Dicky Bag - 'the portable poo bin' - supplied by DFN. Thanks Jenny, you are a total star!

Newtown Community Council - Summary of last meeting minutes held 25 October and supplied by Community Cllr. Raymond du Bois.
On Tuesday, Newtown & Eildon Community Council learned about the Dog Friendly Newtown Kids Club. Veronica Lenartowicz said that following the successful poster competition, pupils at Newtown Primary were keen to learn more about how to look after pet dogs, safety around dogs and obedience training. She intends to arrange competitions and activities and next year there will be a fun day for two and four-footed villagers.
Barbara Graham reported that the Newtown in Bloom volunteers are gradually replacing the summer bedding plants as these die back.
George Luke told the meeting that a new lights garland has been purchased to run from the pharmacy to the newsagents. The Christmas Lights switch-on fair will be held on Sunday 27th November. Community Council Chair Elaine Thornton-Nicol was pleased to report that Buccleuch Estates are generously providing a free Christmas tree for Newtown.

Borders College Access to Independence team started their community cafe' today in Newtown Community Wing.
Every Thursday in term time, you can come along for tea or coffee and a freshly baked scone from 10.15 to 11am for only £1.20.
From 12.15 to 1pm you can have home made soup (always vegetarian and gluten free) with bread and butter for £1.70, a filled roll (choice of three fillings) with salad and crisps for £1.70, tea or coffee for 60p, traybake for 60p and coming soon a hot main course (price to be confirmed).
The students make all the food fresh on the premises and serve with care and a smile.
Come along and support this fabulous new initiative. Hope to see you there.

Newtown Community Wing Opening Event
A massive refurbishment project has just been completed by volunteers giving some 2,000 hours of work making the building more suited to accommodate community activities and attractive for holding other events, meetings etc. A good number of villagers came along to the opening event on the 21 October to see the transformation. See a few photos below showing the ribbon cutting and thanks being given to the many volunteers together with a couple of photos of current Wing users stalls - click on photo to enlarge and then the use arrows

Riverside Path meeting 13th September - The meeting went very well and the Council Access Officer and all those attending are thanked for there support. In summary it was agreed that the Right of Way path will be cleared three times a year during the grass growing season and signage is to be improved. Various measures were discussed to reduce the path flooding including stepping stones, wooden walkways over the worst parts and under path drainage pipes. The Council have taken it away and agreed to let us know what could be done to improve the situation.
The Council agreed to cut the river bank grass to to give better access for walkers and people fishing however inquiries are to be made about future responsibility for keeping riverbank grass cut in the longer term.
Newtown development update - The phoenix dies, and then is born again ??
At the village community council meeting on Tuesday 30th August the SBC Chief Planning Officer gave the community council and members of the public a brief update on the current position.
600 houses on South and 300 house on West developments. (joint planning application)
Negotiations between SBC and landowners/developers are currently continuing and have reached a advanced stage which it is expected to be concluded shortly
Auction Mart site
The new owner H&H is planning to leave the Auction Mart operation where it is and has no plans to move across the by-pass. However discussions are taking place with SBC about how large vehicle access to the site could be improved and the possibility of space to accommodate village centre improvements badly needed. SBC advised that a consultant will be engaged to look at the options and draw up a plan for consideration.
No information could be given about the future of the grass fields around the Auction Mart

Planning application approved with 'conditions', see below diagram. Currently prelim work being carried out.
Milestone Garden Centre – Expansion plus 40 houses.
Planning application approved for both houses and Garden Centre expansion including a gymnasium.

It was said that the present facilities have been inadequate for several years now aggravated by the piecemeal growth of Hawkslee, Milestone and Sergeants Park Phase 2 representing some 262 additional people. The Development Framework study, previously carried out by SBC, did consider using the derelict Langlands Mill building site for a Health Centre but this was discounted on the assumption that a new Health Centre on Mart would be preferred. If there was insufficient room in village centre perhaps this option could be revisited ?
A. Finding space for this will be looked into but NHS would be responsible for providing a Health Centre building itself.
Q. New House mix.
Some 86% of the existing housing /buildings in Newtown could be classed as affordable design, being originally council houses, would the new developments be a mixed house design with detached, semi detached, terraced and some housing for the elderly as originally planned with a maximum of 25% affordable ?
A. Yes this is planned but details yet undecided.

Will the railway return through Newtown ?
A. A feasibility study is planned to take place to ascertain the best route and the business case etc.

After extensive research, meetings and discussion we decided to join the national Green Dog Walkers (GDW) scheme and simultaneously set up "Dog Friendly Newtown" (DFN) as a community initiative with the wider objectives of increasing responsibility for, and understanding and enjoyment of, our canine companions.

Congratulations and well done Anne Campbell from The Firs, Old Melrose Road, Newtown
The Lord-Lieutenant of Roxburgh, Ettrick and Lauderdale, Gerald Maitland-Carew, has presented the British Empire Medal (BEM) to Anne Campbell for services to the Multiple Sclerosis Society in the Scottish Borders.
Anne has worked for the MS Society for over 60 years, first in Northern Ireland and then in the Scottish Borders, first as
committee member, then chair and now president.
Under her leadership, the Borders branch has become one of the strongest and most effective branches in Scotland and is held up as a model to follow.
and Anne continues to be the leading branch fundraiser, raising thousands of pounds for the organisation.
Defibrillator for use by people in Newtown area
Following an initial familiarisation session for the village Resilience Group and others, the night before, the defibrillator was made available for use by Council employees and the general public on Friday 5 August, see photo.
The equipment is positioned at the front of Council offices in a yellow cabinet which can be accessed by using the code - C1234X.
Also any one dialing 999 for the Ambulance Service for potential cardiac arrest will be advised where the defibrillator is sited and given the code. It is possible that the ambulance may be delayed in getting to the site and it is critical to use the defibrillator as quickly as possible to achieve success, minutes count see data below.
The equipment is very user friendly with a running commentary on what to do next and can be used with out training. However to give confidence further familiarisation sessions are planned for the future and more information on this will follow later.

People are growing more and more aware of the effects of Sudden Cardiac Arrests (SCA) and the importance of first aid treatment for the survival of an SCA sufferer. A Sudden Cardiac Arrest can happen to anyone, any size, age, gender, height, weight, fitness or whereabouts.

- The survival rate for SCA in the Borders was less than 5% but as more defibrillator equipment has been made available this has currently improved to 23%.
- For every minute that passes without defibrillation chances of survival decrease by 7-10%
- Cardiac arrest patients have a survival rate up to 49% when a defibrillator is used within the first five to seven minutes after the attack.
- 30% - 50% of SCA victims would survive if a defibrillator were used within five minutes
Reassurance security message from SBC and Police - 29th July
Recent tragic events in Germany and France have been on the minds of many people here in the Borders. These acts of pure violence and hatred have no place in our society. Scottish Borders Council joins people across the world in sending our condolences to the families of those who've lost their lives.
Attached is a note from Police Scotland, who are keen to reassure everyone that there is no known threat or link between Scotland and these incidents. They would also like to remind us, however, that the threat level for the United Kingdom remains at 'severe'. Our communities should be vigilant.
The criminal activity of the individuals involved appears to have a variety of motives however media reports have highlighted the perpetrators to be either of migrant heritage, refugees or asylum seekers.
We need to be clear that no one in our diverse community feels isolated, including refugees and asylum seekers.
We will continue to do all we can to support local communities to ensure the Borders continues its proud tradition of welcoming and helping people, no matter what their race, nationality or religion is.
With this in mind, I would ask communities to report all incidents of hate or any concerns they may have regarding suspicious activity to Police Scotland on 101, Crimestoppers on 0800 555 111, or in an emergency - dial 999.
Hate crimes or incidents can also be reported via the on-line reporting form on the Police Scotland website or through one of the third party reporting centres in the Borders, including council contact centres.

Newtown Health Centre building
Despite many requests over the past years for improvements to the Newtown Health Centre building the village is not aware of any plans to make changes. However currently a NHS planning application is under consideration by the SBC planning authority to substantially increase size and carry out major refurbishment of the Melrose Health Centre building 3 miles away.

In Newtown a new Health Centre has been promised as a part of the long outstanding village centre development plans but for various reasons this has not come to fruition and no changes have been made to the existing building to accommodate the ageing population and piecemeal growth summarised below.

Hawksley 21 houses, Garden Centre 40 houses and more recently Sergeants Park 51 dwellings. A total of some 257 additional residents to be looked after by the existing inadequate Newtown Health Centre building..

The SBC Local Plan for house building in the future shows Newtown 1,200 houses and Melrose only 255 houses. If these SBC plans mean anything surely improving Newtown Health Centre should be a priority ?

Flying Scotsman arrived at Tweedbank - Sunday 15th May
The Flying Scotsman arriving at Tweedbank on schedule, as originally planned, was given a great reception by a large crowd.
Rail enthusiasts turned out in force to see Flying Scotsman as the locomotive made its return to Scotland arriving at Tweedbank in the Borders on Sunday on time and to schedule .
The famous steam engine left Edinburgh Waverley station shortly before 11am where officials estimated 800 people turned out to see the engine.
Hundreds more lined the route in parts and congregated at places such as Galashiels and Tweedbank to get a closer look at the locomotive.
Flying Scotsman was allowed to take to the tracks after Network Rail reversed a decision to cancel trips at short notice.
The track operator said on Friday night that the locomotive would no longer be able to make the planned tours because it had not been able to carry out safety assessments on some lines.
The decision dismayed hundreds of rail enthusiasts planning to see the recently refurbished steam engine, and after an outcry led by Scotland's Transport Minister Derek Mackay, Network Rail reversed its position and said checks had been carried out overnight to allow the train to take to the track.
The engine arrived at Waverley to fanfare on Saturday evening.
Network Rail chief executive Mark Carne offered a "wholehearted and sincere apology" for the earlier cancellation which Mr Mackay described as a "debacle".
An investigation is still to take place into the reasons for the premature cancellation.
Built in Doncaster, South Yorkshire, in 1923, Flying Scotsman pulled the first train to break the 100mph barrier in 1934.

We are inviting all the members of Dog Friendly Newtown and their friends (not the waggy tailed variety) to meet up in the Sprouston Room at Newtown Community Wing on Saturday 21st May at 10am. The plan is that we discuss (over tea and biscuits) what we want Dog Friendly Newtown to do. Bring your ideas, thoughts and feelings and we will have fun finding the path together.

Dog Friendly Newtown launch Saturday saw the very successful launch of Dog Friendly Newtown. From 11 o'clock the village Community Wing in Sprouston Road saw a steady stream of eager dogs and their owners keen to find out what was on offer. More than sixty dogs and a far larger number of pet owners and others came along and everybody was highly positive about this new canine initiative. This was a very sociable occasion, not just for dog lovers but the dogs also seemed to relish meeting so many new four-footed friends and renewing old acquaintanceships. Organiser Veronica Lenartowicz was delighted with the attendance and told us that more than forty owners had signed up to Dog Friendly Newtown. 'This gives us a good basis to do much more in the future and I've already arranged a planning workshop on Saturday 30th. We're going to have a dog & family Fun Day in August and the workshop will be about putting forward ideas for more events involving dogs, their owners and the wider community.' Newtown & Eildon Community Council chair Elaine Thornton-Nicol confirmed that event had been a great success. 'It's great to see so many dogs, so many people and so much enthusiasm - it makes all the effort worthwhile. The entire Community Council has helped and we have had loads of other support, including all the local businesses in Newtown. Everybody is delighted because at last it's a really positive story about dogs. This is something other communities should definitely do, right across Scotland.' Special mention must go to Greenside Vets who ran a very busy stall giving people advice on canine health, handing out leaflets on subjects ranging from nutrition to behaviour problems and also injecting microchips as required under the new legislation. Braw Puppy's Laura Aitken was present to enrol pooches for her training school. A number of SBC councillors came along and Cllr Michelle Ballantyne was present throughout the event to register people for the council-backed Green Dog Walker scheme. NEWTOWN St Boswells is rolling out the welcome mat for mutts of all shapes and sizes. Dog lovers in the village are embarking on a bid to become the canine capital of Scotland. And this weekend they will officially launch Dog Friendly Newtown will take place this weekend. Raymond du Bois from Newtown & Eildon Community Council believes the initiative will rekindle the relationship with man's best friend. He said: "The perennial problem of dog fouling seem to always be with us and we are taking a positive step by promoting a good and healthy relationship with dogs. "The initiative will be launched this weekend after we hope to continue arranging classes and shows to promote and welcome dogs." The Dog Friendly Newtown initiative, which is led by the community council, will be launched this Saturday at a drop-in event where ALL villagers, two- and four-footed are welcome. Event organiser Veronica Lenartowicz told us: "This is all about healthy and happy dogs within the wider community. "Please come along on Saturday, join the Green Dog-Walker scheme and sign the Pledge to be a good dog owner." Ms Lenartowicz feels that, while most owners are aware that micro-chipping is to become compulsory for all dogs, there is still a lot of confusion. ' She added: "This is the perfect opportunity to ask questions and get correct answers. Greenside Vets are offering 60 per cent off chipping, so people can have their pet registered ahead of the April 6 deadline." In addition to Greenside Vets, there will be information stalls run by Braw Puppy dog-training school, Keep Scotland Beautiful, Scottish Borders Council and more. There will also be tea and biscuits, doggie treats and a free goody bag for you and your dog. Local councillor Michelle Ballantyne added: "I am very pleased with the launch of Dog Friendly Newtown. "Scottish Borders Council is fully supportive and we are taking this opportunity to introduce the Green Dog Walker scheme, which we hope will be taken up by communities right across the Scottish Borders. "The time is right for dog owners and indeed dogs to take their place as a respected and responsible part of society." The intention is to organise future dog friendly events such as training classes, obedience contests and puppy shows. The free, drop-in launch event for Dog Friendly Newtown is in the Community Wing, Sprouston Road on Saturday, April 2 from 11am to 2pm. |
Easter Sunday service in Dryburgh Abbey
Photos below, taken by Lucy Smith, show the early risers attending the service on a some what damp morning however the sun came through for a short during the service. The local brass band was also present and accompanied the singing. Afterwards bacon and scrambled egg rolls and hot drinks where kindly served in the church hall by volunteers which was very welcomed.

The MSA Scottish Rally Championship went through Newtown village on Saturday where some 90 cars were given a 3/4 hour maintenance stop in the Mart. The Borders rally was based in Jedburgh and was over 129 miles with 44 stages. The results can be seen by following below link.

Newtown Youth Group. This club runs on a Monday evening at the Community Wing from 7 - 8.30 pm for young people in P6 to S4. It costs £1 per week, with a wide variety of activities to take part in and we are looking for new members and new ideas. So if you are free on a Monday please drop in. Chocolate Flying Scotsman - visits Newtown SBC HQ
A beautiful chocolate model of the Flying Scotsman can be seen in the Foyer of the Council offices.Made by Ruth Hinks and her team it took over 300hrs to design and build using more than 50 differing chocolate making techniques. It weighs over 75kg of chocolate and contains an impressive 400,000 calories so not to be eaten all at once !!!

Christmas Lights Switch-on and Torch light procession.
Fortunately during the procession and the lights switch-on the wind and rain stopped for a short while enough not to get wet and then after the switch-on all moved into the Community Wing for refreshments and a listen to the Newtown Brass Band. A great time was had by all as can be seen in photos.

The two most prominent buildings are being restored and occupied namely the Station Hotel and the Old RBS building. The Station Hotel has been fully restored at considerable expense to it's best condition for many years accommodating 6 flats on first and second floors and two more apartments on the ground floor where the Bar was plus a three floor accommodation currently on offer for sale.
The outside of the old RBS building has just been painted and is now occupied by two businesses. A green energy company called 'Green Square ' is opening for business occupying the centre of the building and a accountancy company, BCCA, is also in the building. H&H Group PLC (H&H) and John Swan & Sons P.L.C (John Swan) have combined to create the UK’s largest marts business, which will offer new opportunities to farmers in Northern England and the Scottish Borders. The H&H website advises that the addition of the two John Swan & Sons marts in Newtown St Boswells in Roxburghshire, and Wooler in Northumberland, to the portfolio of seven operated by Harrison & Hetherington in Cumbria, the Borders and County Durham, creates the UK’s biggest livestock mart based marketing operation.
The H&H Group has also acquired as part of the deal extensive property interests in the Borders and Edinburgh from John Swan, which it is keen to develop in conjunction with various partners during the coming years. All John Swan staff will transfer to the H&H Group, which is already advertising to grow the team.

Newtown Main Road Resurfacing
Following success with Tweedside Road and after a long campaign the village Community Council has been advised that SBC contracts propose carrying out resurfacing works, as shown in diagram below, commencing on 30th September and lasting until 6th October 2015.
The works will be controlled by stop / go or convoy weekdays, however a closure will be required over the weekend, 3rd and 4th, During the works there will be no access to Sprouston Road, however access will be maintained to Bowden Road.
Resurfacing had also been requested to be carried out further south past Cook's Van Hire and the Church but SBC advise that insufficient funds were available. However it has been agreed to continue the resurfacing for approximately 40 metres out with the red coloured area on the plan at the north end of the main street on the south bound lane to replace the poor reinstatement area currently in place
Band Concert with a difference in Newtown
Come along for a very enjoyable evening listening to the band and the guests group The Riddell Fiddles Junior Section - see photo above and poster. Floral Gateway Competition Well done Newtown in Bloom members and others for all the work done to improve the village appearance and making it a better place to live. This resulted in winning three well deserved awards in the competition. Below explains what the judges were looking for in deciding on the awards and the certificates received are displayed. A wooden village seat was also won.

Slamming the gate on rural crime in the Borders A rural forensic marking scheme is being launched by Police in the Scottish Borders, aiming to cut theft from farms throughout the area. Borders Railway opening celebrations
Scottish Borders Council (SBC) has been working with partners to put in place plans for the opening of the Borders Railway.
A series of events are being held to celebrate the return of the railway, which opens to the public on Sunday 6 September, culminating on Wednesday 9 September, when members of the public are welcome to attend Tweedbank Station where Her Majesty the Queen will unveil a plaque to officially open the Borders Railway.

A very successful flower show took place yesterday with more entrants than previous years and a great time was had by all !!!

We will offer access to GP's for patients telephone/presenting to the surgery from 8.30am. A limit of 12-15 patients per GP will be applied. Patients will be asked to see another doctor when any GP is at or close to this limit.
Time allocated for appointments does not allow for multiple medical conditions to be discussed, or for long consultations. Alter limits have been reached patients will be offered the next available routine afternoon appointment or asked to try again the next morning for an appointment.

The village Community Council has been requested to collect views considering the future SBC HQ flag display policy. Three option are being considered.
1/ No change - a single flag on top of HQ building
Controversy about which flag to fly and when ?
Height and strong winds incur cost of frequently replacing the very large flag.
HQ building damage caused by flag size and pole mounting stresses.
2/ Three flag poles at ground level in front of HQ building
Permanently display Scottish Satire flag and Union flag on separate flag poles.
Use third flag pole for other flags i.e. European Union, etc.

Less controversial to population of different interests.
Reduced costs for smaller flags, less wind damage and reduced flag noise.
No stress/damage to HQ building
Set up costs would be incurred for three new flag posts.

Band Concert feedback
Great concert, well supported with all seats taken. A varied programme with some excellent playing. Guest artists Rachel and Norrie Fraser on accordion and guitar provided a contrast to band music and gave a very enjoyable performance, see photos. The band will be practicing every Monday evening in the Community Wing starting at 7pm leading to another concert in September. New band players are very welcome to come along and join in. The possibility of forming a junior band in Newtown is being looked into |
Newtown Events
Quite often you hear Newtown villagers saying "nothing ever happens in our village" Well that's not true since a few weeks ago 32 members of the Hawick PSA Choir traveled to Newtown and gave a fantastic concert and don't forget the Brass Band Concert tomorrow night in the Community Wing , see details below. The Wing management committee is working hard to make more use of the Community Wing knowing that unless it is used it is likely the village could lose it back to the Council !! This would be a great pity if it were to happen so come along to the Band concert on Saturday and support the village and have a very enjoyable evening. |

The St Boswells Concert Band is now permanently based in Newtown and will be giving a concert on Saturday 9th May see poster. Come along for an enjoyable evening of popular brass band numbers and also to support the band's presence in the village. It is hoped that sufficient interest will be shown in the future for a junior band to be formed involving Newtown youngsters. |
It's time for walking and getting into trim !!
Newtown & Eildon area has the most beautiful local walks compared with any where else in the country so get out your boots, switch off the TV/computers, get some fresh air and give them a try. The website has a guide to several walks that you could try ranging from 2 mile local walks up to a 6 mile walk to Scots View and back.
All the walks in the guide start and finish in Newtown and one recommended is an old path currently under restoration by your village community council giving marvelous views of Eildon Hall and Eildon Hill from across the loch, see photo above.

After three years the planning application to move the business to the old Baxter Johnstone yard has expired and recently a new Planning Application has been submitted. The village Community Council has advised that it is very keen for the relocation to take place which would better accommodate an expanding business, improve safety, tidy up and improve the area opposite the Baillie Hall and not compromise the regeneration plans for the village centre . However the existing access to the Baxter Johnstone yard from the village centre is not acceptable or conducive with the village centre development plans and is unsuitable in terms of geometry, visibility, pedestrian and road safety.
Two other options for the positioning of the entrance/exit were considered in the previous Planning Application and the Community Council’s view is that the proposal to site the entrance/exit on the west side into the Council temporary car park would be the most acceptable.
Providing the Entrance/Exit matter can be resolved other matters of interest to the village are as follows :-
The site has sufficient capacity to park both out of service hire vehicles and also customers private vehicles to reduce village road side parking and the use of village centre car parks.
If the business moves it should operate from one site only and we would like to see the old buildings demolished, the area cleared up and redeveloped in a way which blends in with the Bailie Hall architecture.

However the offer has been widened to other local villages and several people from St Boswells have taken up the offer and are preparing to grow vegetables, wild flowers and use garden for bee keeping which is great news. Further plans are under consideration for possible use of the Green houses and restoring the fruit trees trained up the walls.

Following complaints about the condition of street signage in Newtown a detailed survey was carried out by your Village Community Council. From this it was clear that the standard in the village was well below other Borders towns/villages.
After discussions with SBC it has been agreed that the below number of new signs would be initially pursued and used where signs are missing with priority given to main road through village.
New signs required – 18
Sign re positioning – 5
Sign repainting - 3
After consultation and comments from villager the sign colour and design has been decided and a sample can be seen below. As a future policy this design will be used progressively as and when other signs need changing.

Village litter cleanup
Litter collection is normally the task of SBC however on one occasion each year villagers are asked, as a token gesture, to carry out a litter pick-up to show that we care about the appearance of our village. Also by involving young people as well as grown ups it is hoped that people will be reminded of the importance of not to drop litter in the first place and to care about where we live. The litter pick-up took place on Sunday with a good number of volunteers taking part collecting a record number of 23 bags of rubbish. See photos and thanks for your time and well done all !!! Over the weekend Newtown & Eildon Resilient Community tested their call out plan, all members were contacted and invited to meet at the Community Wing on Sunday between 1.30 & 2pm Eleven were able to come along on Sunday afternoon for an update and reminder of the roll of the Resilient Community They were encouraged to log on to SB Alert the Community Messaging System, shown the equipment available in an emergency and where it was stored They also indicated they would be interested in First Aid training and taking part in an exercise Members were then invited to help with the Village Spring Litter Pick that afternoon Anyone interested in becoming a members of the Newtown & Eildon Resilient Community contact George Luke 01835 823631 or speak to a Newtown Community Council member Thank You George Luke Newtown Community Council Special event in Newtown The Hawick PSA Male Voice Choir gave a first class concert in the Community Wing on Wednesday, see photograph. Soloists including Kenneth Gunn sung well and gave an excellent performance. So a great night of music from the Hawick group who wouldn’t be out of place at the Edinburgh Fringe Festival. . However what a pity that after the efforts of the Wing Committee to organise, set up the Hall, arrange raffle and refreshments and for the 25 Hawick choir members to travel to Newtown only a handful of villagers in the audience !! The event had been advertised in shop windows, 3 Notice Boards, village website, Face book and Borders Radio. However the choir has promised to return to Newtown at some time in the future. Restoration work on cottages & Stirling Tower
The new owner is progressing restoration work on the above cottages.The wall around the old walled garden was in a very poor state and much work is being done to get it back to it's original condition. The 'right of way' path to the Monksford ford at the bottom of Bass Hill/Three muses has been impassable for more than 20 years.and new owner has now cleared the accumulated rubble and opened up the old path. Following complaints about their condition and requests made for improvement the village Community Council has carried out a Newtown street sign survey. The results showed that many signs were missing, 5 badly positioned and 3 needed repainting. Also whilst most other towns/villages in the area had modern signs, see diagram, Newtown seems to have been left at the bottom of the list. To remedy this a project is in hand to improve street signage and firstly a new design/colour needs to be agreed and the village Community Council would welcome views on this. Currently the existing signs have a white background with black lettering with the exception of the road signs in and out of village which are light blue background and white lettering, see photo. Demolished Notice Board

Scottish Borders Council has canvassers calling at homes across the region until the end of March collecting information for the Register of Electors. Householders will be asked to check a pre-printed form, make any necessary corrections and then sign it. All canvassers will be wearing photographic identification and their identity can be confirmed by calling the Council’s Electoral Registration Officer on 01835 825100. Mark Dickson, Electoral Registration Officer, said: “It is unusual for the Council to send anyone door-to-door, and as such we continue to urge local residents to be vigilant and protect themselves from bogus callers. For many years the village Community Council has been pushing to improve the look of the grassed bank as you go down into village on right hand side. However because of it's difficult position above the wall and on a slope the grass cutting has been limited to twice a year which meant that the grass is often left long and looking very untidy. With the support of Local Councillor Michelle Ballantyne the 'Newtown in Bloom' group's project to plant rhododendrons on the bank has got under way with some 28 plants being planted in groups of white, purple, red & pink , see photos below.. For this summer only the bank between the twirly steps to the pink wall will be planted up as a trial but if successful the it is planned to do more of the bank down onto the village cente Any one interested in helping the Newtown in Bloom group contact [email protected] or George Luke, Barbara Graham or members of village Community Council.. Football pitch In an attempt to over come the pitch flooding an under ground drainage system has been install but this has not proven to be the answer. Surface water running down from the field above is still flooding the pitch and running down onto the School playground and into the Bowling Club. So far this season this has prevented play on the pitch and SBC are currently urgently looking for a further solution. Work is taking place to rebuild the steps leading up to the pitch which have over the past years become dislodged and not helped by the flood water running down each side of the steps, see work taking place in photo. The police advise that one house was broken into, also two business premises, plus an attempted break to in to another business premises and also two other thefts occurred. Luckily one of the business premises recently had a crime prevention survey carried out by the police and had followed the advice given and had nothing stolen due to this. Thanks goes to the police for work done investigating the crimes resulting in a male being charged with all the offences and reported to the procurator fiscal. |

The Bank has advised customers that as from 16th March it intends to reduce it's opening times to three days a week opening only Monday,Thursday & Friday 9am to 5pm each day.
It is hoped that this is not going to follow the same pattern as the RBS bank which threatened to close their branch but the village Community Council put a successful case forward to keep it open for some 3 years but, as we know, it eventually closed. The reason given by the bank was that the branch closed due to 'a lack of footfall ' or put another way local people were not using it. So perhaps a lesson to be learnt is 'use it or lose it'.

John Swan & Sons receive a £8.2m take over approach.
It has been reported in the Scotsman that Harrison & Hetherington's, a Carlisle based company, has made a take over approach which the Swan's board plan to recommended that investors accept.
Harrison & Hetherington's farmstock business dates back to 1870 with its Borderway Mart at Carlisle now one of the largest and leading livestock sale centres in the UK, handling some 800,000 head of cattle and sheep on an annual basis and providing a proficient service to sellers and buyers from all geographical locations, including Europe.
The company operates six other marts: Kirkby Stephen, Lazonby and Broughton-in-Furness in Cumbria; Middleton-in-Teesdale in County Durham; Lockerbie and Newcastleton in Dumfries and Galloway and Roxburghshire respectively

Christmas Lights Switch-on event
It was estimated that over 300 people attended this very successful event with many joining the torch light procession lead by Santa and the Piper from Milestones through the village centre for the Christmas Tree lights switch-on outside SBC HQ offices.It was good to see lot's and lot's of kids getting excited about Father Christmas and every one having a good time enjoying themselves.
The Master of Ceremonies Olive Beavon did a great job and the lights switch-on was carried by our Local Councillor Gordon Edgar.Thanks was given to those who help put the lights up, to those who gave their time to prepare the Community Hall and provided the refreshments.Whilst the main purpose of the event wasn't to raise money thanks was given to all those who bought raffle tickets and raised money by organising the craft stalls which in total raised some £286 which will go towards the Christmas lights.

Olive's friend Wendy is mainly responsible for the tree with help from Margaret. Wendy is quite ill having fallen from a ladder a couple of years ago which played havoc with her knee - inoperable. She suffers from a lot of pain. It would be good to put her contribution in. She made the long Merry Christmas banner as well. Frances Mayes helped us as well............. and how would we have managed without Victor?

Three planning applications have been submitted to SBC and a briefing session on the plans was given to the village community council a few days ago. Click black button to see press release and diagrams.

Help with Christmas Lights
Now postponed due to wet weather until following day (Wednesday 29th) at same time
Putting up Christmas lights on Tuesday 4th ( 1.30pm) before weather deteriorates and gets cold etc. A few more volunteers would be welcome and we are meeting at Community Wing (Old School) Come along and give a hand even just holding ladders would help !!

Newtown & Eildon welcomes a new Community Constable to look after policing in the village. His name is John Dawson who has served some 27 years in the police force all in the Scottish Borders.
He was a Roads Policing for 16 years based in Jedburgh and Hawick. Prior to joining the Traffic Department he served as a response officer in Eyemouth and Hawick and was also as a Community Constable for Burnfoot and Stirches area of Hawick.
Before moving a few days ago to Selkirk as the Community Constable for Newtown St Boswells Ward, he was the Community Constable for Melrose and T.weedbank for the past 3 years.
John's interests out side the Police Service are firstly Salmon Fishing. He also enjoy keeping fit by walking and cycling and counts myself as lucky being a born and raised Scottish Borderer and would not choose to live anywhere else.
So welcome on board John and we look forward to working together with you and seeing you around the village.

Changes at Dryburgh
Due to the concerns and speculation about what was going to happen to the Dryburgh river bank area following the change of ownership the village Community Council was asked if it could find out any facts. This resulted in a visit to the area with landowner Paul Rooney on 8th Sept. who advised the following :-
Summary
- The old and poorly maintained buildings are to be restored for holiday and fishing accommodation
- Some farm steadings to be converted into holiday and fishing accommodation.
- The over grown ivy on the stone walls needed to be removed for inspection and extensive repair.
- .The owner has no plans to build houses in the walled garden or a bridge across the river .
- The ‘listed’ gate to the Walled Garden is to be be given some TLC by removing weeds etc.
- The ‘right of way’ immediately next to the Three Muses Temple will be cleared of builders rubble
- The Fishing Hut, which belongs to another person, will be move further up stream above the Temple
- A new vehicle track with a pedestrian gate accessing the ‘right of way’ and sign post will be installed.

Newtown Street Sign Shortage The village Community Council has carried out a survey of street signs and has found that compared with the standard in other towns/villages in the Borders Newtown is woefully below the standard. Many streets have no signs and others are badly positioned. A summary of results are shown below :- Summary Existing signs = 26 Signs missing = 32 Signs needing re positioning = 5 Signs needing painting = 3 Cllr. Gordon Edgar has agreed to take up with SBC with the view of raising the standard by installing signage of a similar design to that seen in Lauder, Earlston, Gala etc. but with a Newtown logo and sign colour to be agreed. If this is possible an additional advantage will be that it will compliment 'Newtown in Bloom' efforts to make the village a more attractive place to live. The out come of meeting with SBC was in summary :-
Fibre Optic High Speed Broadband now available in Newtown From initially being in the 5% of rural villages not included in the HS Broadband program and after much lobbying by the village Community Council it has now been installed and available for use in our village. Why is this important to Newtown ? In a nut shell it will keep the village on the map in the future, encourage businesses to consider Newtown as a base creating jobs and local employment, support existing/new businesses, support working and running businesses from home and generally support economic development of the village.With out keeping up with advances in digital technology the village will have great difficulty in achieving these things and most likely continue to decline. Lastly for those who enjoy gaming and watching films etc. at home the faster connection speed will allow them to benefit from high speed down loads and streaming of programs of future programs. A Bill says what the Government plans to do but it has to be agreed by the Parliament before it is the law. This Bill is expected to become law in spring/summer 2015 The reason for this Bill is to remove barriers and make it easier for communities to get the services they want. The drainage work is now completed and hopefully this will improve the situation. However in addition the Community Council has requested local Cllr. Michelle Ballantyne to request the landowner owner of the top field, source of the water, to install a drainage ditch in the field to direct the water to the burn in a controlled way before it flows down onto the football pitch and Bowling Green but there has been no action on this so far. |

French who after six years of study has graduated with the degree of Doctor of
Philosophy from the University of Edinburgh at the age of 73. For her thesis
she researched the history of brass bands in the Scottish Borders from 1850 to
the present day. Gill is very grateful to the Borders brass bands for allowing
her access to their archives and for the help and encouragement she has
received from band members. Gill plays tenor horn in St Boswells Concert Band.

Railway Inn - The application for a multiple occupancy license was granted by SBC Licensing Committee on 21st March. The license concerns the first and second floor of the building for six one room flats and a communal room. At the licensing meeting the Community Council expressed their concerns about who are likely to be the tenants, storage of wheelie bins at the front (listed building) and car parking space. With the possibility of 6 multiple occupancy tenants, two additional new flats on ground floor plus two existing apartments the building could easily generate a parking requirement for some ten, or more, cars ! The village Community Council is requesting SBC carry out a survey to assess current/future parking requirements in village centre and to seek solutions to provide adequate parking space. However to date this request has not been met and new planning applications and license approvals can only aggravate the problem. Do you have a problem ?
Citizens Advice Bureau coming to Newtown, see below. Borders Champion - Congratulations to Marie Todd from Glenfield Av. who won the Borders women singles bowling championship for the sixth time. A great achievement which qualified Marie for the Scottish National Bowling Championships in Ayr. She reached the quarter finals which was a tremendous achievement with some 400 other entrants to the competition. Well done Marie the village is very proud of you !! |
